The Fi 167's reliability mattered little if Germany could not give it an effective anti-ship weapon. Without torpedoes it became a slow conventional bomber or reconnaissance aircraft, roles that did not justify building a carrier around it. The Ju 87C retained a dive-bombing role, but the familiar vulnerability of the Stuka to fighters became especially serious at sea. Any fleet valuable enough to attack with a carrier group could be expected to employ defending fighters as part of a layered air-defence system.
