A flying squadron could bring a carrier command appointment forward

A larger fast force could support an earlier carrier command post and regular groups of one carrier with two capital ships.

Notes

Regular deployments with fast capital ships could strengthen naval aviation's place within the fleet. A permanent flying squadron might require a Rear Admiral Aircraft Carriers by 1928, two years before the historical creation of the post under Admiral Henderson. The proposed structure places a vice admiral over the force, with rear admirals responsible for another capital-ship group and the carriers. Those officers could then lead separate groups combining one carrier with two fast capital ships. Particular ship pairings remain speculative, and mixed groups of 28-knot and 32-knot ships are another possibility.
