Why an EU navy remains difficult

Existing European task forces demonstrate some cooperation, but a coherent EU navy would require far deeper common projects, doctrine, and command arrangements.

Question

What would it take for an EU navy to become relevant?

Short answer

Much more joint development, political agreement, and shared command arrangements would be needed; existing task forces are not yet an integrated navy.

Notes

European naval cooperation has worked on particular operations, but that remains far short of an integrated navy. The political and practical machinery needed to build, man, command, and deploy a joint force is much more demanding. A true EU navy therefore remains unlikely in the near term.
