How a modest design could reshape later treaty politics

Earlier Austrian construction could have accelerated Italian battleship plans and changed the relative fleet allocations Italy and France sought after the war.

Notes

The proposed ship was conventional by the standards of its era, yet its timing could magnify the consequences. An Austrian construction lead would push Italy to accelerate its battle fleet and give the Francesco Caracciolo programme greater importance. Italy might then enter the postwar treaty system with both the ships and the political case to demand a larger allocation than France. One procurement decision could therefore change the assumptions and bargaining positions of several fleets. This chain of responses places the qualitative dreadnought race across several regions, well beyond the Anglo-German numbers contest.
