China sought an equitable capability, one that could contest opponents on terms it could devise. Immediate equivalence with the most mature carrier air arm was unnecessary for that purpose. The contest remains a trial of adaptation and judgment because an opponent can identify intentions and devise counters. The argument is that Shenyang made a sound choice in producing a reliable aircraft that China could build, support, and sustain while discovering what it needed from carrier aviation. The result gave pilots, maintainers, and commanders usable experience without pushing the first operational generation to the edge of the country's industrial capacity.
