Pinning armies while rebuilding the next defence

American armies are kept penned in Philadelphia and Niagara while damaged forces are selectively reinforced to hold the next threatened position.

Notes

In the campaign, American armies remain penned in Philadelphia and Niagara, limiting their freedom to affect the wider contest. The next position needs repairs and reinforcements before it can meet another strong army. Rather than reinforce everywhere, the plan adds units selectively until that front can probably hold. The problem is to contain the largest enemy formations while restoring enough strength at the point most likely to be attacked.
