Why a small navy needed Elisabeta

The opening frames Romania's only cruiser as a practical way for a small state to be visible in the Black Sea and wider European waters.

Notes

Elisabeta's importance lay in the routine work she allowed Romania to do rather than in a famous battle. Her modest scale and ability to cruise under sail as well as steam suited a small state seeking a wider presence in the Black Sea and European waters. The barque rig followed from that operational requirement and allowed the ship to manoeuvre under sail, even if the result could be awkward. One cruiser could therefore support regional presence, visits abroad, training, and national representation.
