Sending cadets first to Osborne freed capacity at the rebuilt Dartmouth by dividing a four-year educational flow between two establishments. Greenwich remained the Navy's university, a center for specialization, and at different times the home of the wandering War College. The intended closure of the separate Keyham engineering college reflected integration through common education and practical shipboard experience. Its 1913 reopening shows how the approach of war forced the service to surge specialist production even while retaining the reform's wider educational structure.
