Building the 1931 carrier could have connected development programmes that struggled to secure funding and coordination separately. Britain had carrier tonnage available while capital-ship construction lacked a budget. An approved carrier project would have provided a common reason to advance the associated aviation, weapons and construction work. Experience from building it could then have fed into Ark Royal, followed by the Illustrious and Implacable classes. These are proposed consequences of an earlier order, judged with hindsight about the later programmes' needs.
