The Dutch need finished ships, not more plans

The Dutch prescription prioritizes completing smaller ships, hardening defenses, and shifting any new large-warship order to American yards.

Notes

The Netherlands has credible designs but too little strategic depth to wait for ambitious programs. The immediate priority is to finish smaller ships already within reach and strengthen defensive positions before invasion. Once the Phoney War begins, defensive points should be flooded and fortified rather than left until an attack. Because wartime Britain can no longer spare construction capacity, any new large-cruiser order would need to move to American yards. The proposed 11-inch ships are super-cruisers comparable in role to the Alaska class rather than conventional battlecruisers. Sound designs have no deterrent or combat value until ships enter service.
