Preparing for uncertainty beyond naval procurement

A comparison with education and infrastructure extends the Dutch procurement argument to preparations that remain useful when forecasts fail.

Notes

Technological advancement can encourage the belief that people control their own future, even though its conditions remain unknown. The planning question is what insurance exists if today's assumptions fail. Preparing defences and spreading knowledge through education, books, YouTube, and other social media can make a society better able to respond. The infrastructure example makes that reserve capacity concrete: sensible provision allows for 25 or 30 years of change, rather than merely the next five years. Building only for immediate needs risks having to redo the work soon afterward. Preparation offers ways to handle an uncertain future without claiming to predict it.
