Can blue-and-gold or dual crewing solve the problem of wearing out personnel during high-tempo operations?
Short answerIt helps crew endurance, but it costs more personnel and training infrastructure and does not remove the ship's maintenance cycle or vulnerability to loss.
NotesHMS Montrose provides the example of rotating crews through a forward-deployed frigate while another ship in Britain supports work-up and handover. The arrangement can resemble two ships and three crews once the training pipeline is counted. It is cheaper than stationing three complete ships for the same peacetime presence, yet the deployed hull must still enter refit. If that hull is damaged or lost, spare crews do not create a replacement for a warship that takes years to build.
