During a confused simulated melee, the commander closes deliberately to draw an enemy torpedo attack. Surviving the launch forces the opposing light craft to spend their weapons before the decisive phase. With the range reduced and fewer torpedoes available, they have less power to disrupt the heavier ships. Ammunition and the opportunity to launch it can be manipulated as well as avoided.
