What if Hugh Dowding received Far East Command instead of Arthur Percival?

Fresh from Fighter Command, Hugh Dowding would be unlikely to disperse aircraft in penny packets around ground formations. He would press for concentrated fighter control, radar coverage, protected water supplies, and an integrated defensive system from the moment of his appointment. Army resistance could still frustrate him, so the counterfactual is not an automatic victory. His relationship with Admiral Tom Phillips could nevertheless be decisive if Force Z remained in radio contact and received fighter cover instead of operating silently.
