Building naval aircraft in the Dominions

An industrial counterfactual shows that overseas aircraft production depended on an entire manufacturing ecosystem.

Question

Could Britain develop and build naval aircraft in a Dominion or colony to bypass Air Ministry resistance?

Short answer

It was possible but required exporting machine tools, skilled workers, and engine support; Ceylon offered the best strategic position for Mediterranean and Far Eastern supply.

Notes

A distant airframe plant without machinery, trained labor, engines, and spares would not solve the Fleet Air Arm's problem. Ceylon could be secured and could feed both the Indian Ocean and the Mediterranean, while Canada and Australia offered other tradeoffs.
