Dominion carriers could accelerate naval aviation

A Dominion entitlement to one 27,000-ton carrier could support a large ship, while pairs of improved Hermes-sized ships depend on interpreting that one-ship restriction creatively.

Notes

If aircraft carriers share the commerce-protection justification used for battlecruisers, each Dominion could receive an entitlement to one carrier of up to 27,000 tons. Governments might use that allowance for one large armoured carrier. Choosing two improved Hermes-sized ships of roughly 13,000 tons each would require a creative interpretation of the nominal one-carrier limit. The scenario imagines ten such ships around the world by 1939, comparable in size to light fleet carriers. With smaller carriers distributed around the empire, the Royal Navy would have more reason to concentrate on large fleet carriers. Individual fleets could also seek Unicorn-type forward aviation support ships, raising the question of where carrier support ends and an additional carrier begins. More participating navies would broaden practical experience in naval aviation, bombing, and aircraft development. The scenario still depends on modern 15-inch-gun battlecruisers proving enough wartime value to make treaty retention credible.
