Read doctrine through missions and ship design

Published doctrine is one clue among several; missions, operations, procurement, and the ships actually built reveal what a navy expects its destroyers to do.

Notes

Published doctrine, operational practice, and ship design can point in different directions. A public statement may lag behind current practice or address civilians who control funding. The ships a navy buys reveal what it expects them to do, but that material evidence still has to be read beside missions and actual operations. This combined approach explains why similar destroyers can embody different priorities.
