Dockyard slack enabled Falklands mobilisation

Spare dockyard capacity can absorb battle damage and sudden fleet mobilisation even when it looks inefficient in peacetime.

Notes

Dockyards need enough work to retain skilled people, but running every facility at maximum capacity leaves no room for a crisis. Damaged ships can arrive without warning, and a fleet may need rapid conversion, repair, and preparation for deployment. Britain's remaining dockyard capacity helped the Royal Navy mobilize quickly for the Falklands War. That spare capacity looked inefficient only while measured against routine peacetime workloads. Fleet reductions also remove the workload used to justify dockyards, so repeated ship cuts can erode the capacity needed to mobilize the ships that remain. Once demand surges, that reserve of industrial capability cannot be improvised after the crisis begins.
