A separate fuel priority as political bargaining power

Reduced fuel rivalry is proposed as a way for the navy to gain room to bargain between the army and Luftwaffe.

Notes

A navy concentrating on diesel would pursue a fuel priority that competed less directly with the other services. Greater control over supply and fewer disputes would give naval leaders more room to bargain. They could support the weaker side in an army-Luftwaffe dispute and gain influence from that support. Göring's political position and the army's institutional strength would still constrain such manoeuvring. These proposed advantages would reduce rivalry over fuel without eliminating interservice conflict.
