Force H and British resource strain in the wargame

The simulated raiding threat competes with other British deployments and changes the construction and disposition of Allied fleets.

Notes

Finding enough ships to form Force H after France falls becomes difficult in the described wargame. Britain is still judged to possess enough resources to prevail, provided major-ship construction continues. The stronger threat encourages retention of every useful ship and can lead to completion of Lion-class battleships. French forces also tend to operate farther outside the Mediterranean before Italy enters the war. That changes where those ships are when France falls and raises further questions about their fate. Repeated versions produced serious British allocation problems without establishing a German victory.
