Why steady fleet investment can cost less than neglect

Predictable procurement and maintenance could support deterrence more cheaply than a last-minute surge after danger became obvious.

Notes

Deterrence for a small neutral state means making an attack costly and uncertain. Norway already maintained reservists, bases, and support systems, so a modest increase in hull numbers would not raise running costs in direct proportion. A larger force could make it easier to plan maintenance and keep vessels available while others were in dock. Postponed work instead raises repair costs and can force several ships out of service at once. A steady flow of orders also avoids the expensive peaks and troughs of procurement.
