The Active-class scout carried ten 4-inch guns against Swift's four, while both had two single 18-inch torpedo tubes. The scout also had four 3-pounder anti-aircraft guns against Swift's two 2-pounders. Its complement was much larger, 293 against 138, and its speed was only 25 knots. Critics compared Swift's price and capability with ordinary destroyers, whereas Fisher asked what a leader needed to do that a cruiser could not provide at the required speed. Those different alternatives produced different judgements of value. The decline of the small scout-cruiser type helps explain the attraction of a large destroyer for this work.

The choice of comparison changes Swift's value
Swift appears expensive beside an ordinary destroyer, but the scout-cruiser comparison exposes a different balance of speed, weapons and manpower.
