The 1,700-ton hull is repeatedly rearranged to fit guns, torpedo tubes, and their control towers while maintaining acceptable balance. A double hull competes for displacement, while extra torpedo reloads reduce the weight available for depth charges and other equipment. Operating range and machinery efficiency also compete with protection and weapon load, so each improvement changes what can be afforded elsewhere. The accepted design reaches 34 knots at exactly the displacement limit, after a chain of interdependent compromises.
