The fleet's design programme has moved faster than its industrial base. Although the campaign repeatedly invests the maximum available amount in shipyards, roughly 900,000 tons of construction is competing for about 200,000 tons of capacity. Commissioning dates stretch out, and older ships are scrapped partly to ease the burden as sixteen battlecruisers finally enter service. Money and technology can support an ambitious expansion programme while the yards still delay its delivery.
