Descartes was ordered in August 1892, laid down in January 1893, launched in September 1894, and only fully commissioned in January 1897. Light-condition trials produced 21.8 knots, but they also exposed stability trouble that required ballast. Her funnels strained the deck and had to be altered before the ship could enter normal service. This difficult development contrasts with wartime yards that could build a repeated destroyer design rapidly after crews had accumulated extensive production experience.

Descartes takes years to turn a novel design into a usable ship
Descartes's long path from order to full commission and her trial defects show why unfamiliar warship construction resisted rapid production.
