An earlier victory could delay naval treaties

The scenario postpones a Washington-style treaty and raises the possibility of reduced American wartime involvement.

Notes

In this scenario, a successful Wilhelmshaven strike prevents a Washington-style naval treaty in 1922. An agreement might instead emerge in the late 1920s or early 1930s, while navies spend the intervening years adapting to the wartime results. An earlier end to the war could also limit American participation. The American fleet might then continue emphasizing prestigious capital ships without developing the supporting forces needed for balanced operations. These are proposed consequences of an earlier British victory.
