If naval limitation waited until 1930

A delayed-treaty counterfactual explores how two-ocean American commitments, British global squadrons, Dominion ships, and Japanese construction limits might have shaped a late-1920s fleet balance.

Notes

Continued American and Japanese construction would probably have forced a British response, especially if N3 and Number 13 battleships entered the same strategic picture. American strength would be divided between Atlantic and Pacific coasts, while the Royal Navy needed separate Home, Mediterranean, and Indian Ocean forces. Dominion ownership of older 15-inch-gun ships could have reinforced Canada and Australia without presenting the same direct signal as new British construction. The resulting expense and diplomatic maneuvering make some treaty system by about 1930 more plausible than an unlimited numerical race.
