When Dutch defence became a left-right fight

The failed bill shows how social spending, austerity, petitions, and party politics overtook the security case for naval investment.

Notes

The 1924 budget plan proposed fixing expenditure for six years, making naval investment part of a domestic austerity dispute. Critics asked how the government could cut social services while committing money to defence. Liberal and socialist parties ranged from opposing the extra program to opposing military expenditure in general. Trade-union organizing and a petition with 1.1 million signatures turned the proposal into a mass political dispute. The Tweede Kamer, the House of Representatives of the States-General, debated the bill in October. Catholic defections produced its 50-49 rejection and made defence a left-right issue.
