Churchill was not solely responsible for the Dardanelles disaster in this interpretation. Forcing the straits could have helped sustain Russia and therefore had a serious strategic purpose. The failure lay partly in warning the Ottoman defenders and in failing to bring army and naval power together as the plan required. The distinction between strategic conception and operational execution explains why a failed campaign need not have been irrational from the outset.
