Durban, Danae, and Dauntless remained active with the Eastern Fleet through much of the war despite limited modernization. Their immediate usefulness made commanders reluctant to release them for the long refits that could have improved their future capability. Each deployment therefore solved a current shortage while allowing age and technical obsolescence to accumulate. The example shows how a fleet with too few spare hulls can become trapped between operational demand and modernization debt.

The refit problem: useful ships cannot be spared
The D-class wartime record shows how a fleet short of replacements keeps aging ships in use and postpones the modernization it needs.
