What could the Royal Navy have done differently to secure construction of CVA-01?
Short answerIt needed durable support on both sides of politics by aligning commercial and union interests with the carrier program.
NotesTechnical advocacy inside the Navy was insufficient. Carrier construction required commercial constituencies able to influence Conservatives and unions able to influence Labour. CVA-01 failed in part because the service had lost the durable political alliances needed to carry a large program across governments. The later Queen Elizabeth-class program suggests that the Navy eventually relearned how industrial geography and political support shape procurement.
