Who counted as English - and where tobacco could grow

Customs law defined eligible crews across England, Ireland, and the plantations while post-Restoration Scotland and domestic tobacco received separate treatment.

Notes

The 1662 customs legislation supplied a legal definition for the 1660 Act's crew rule. Subjects of England, Ireland, and the English plantations counted as English, but Scotland was again a separate kingdom after the Restoration. The Scottish Parliament therefore adopted parallel navigation rules of its own. A related statute prohibited tobacco cultivation in England and Ireland, showing that mercantilist policy regulated domestic production as well as shipping. Similar short titles and dates make this body of legislation easy to confuse.
