Why cruisers and destroyers made safer experimental platforms

The Royal Navy could test hull forms and machinery on smaller warships without risking the political and strategic embarrassment of a failed capital ship.

Notes

Cruisers and destroyers offered a practical path for testing hull forms, speed, and machinery before scaling successful ideas into battleships. A troublesome escort was unwelcome, but a defective capital ship could provoke parliamentary questions, newspaper criticism, and damage to national prestige. The Navy could ask a specialist builder how fast an experimental destroyer might go or use its own yards to try an unusual cruiser hull. Commercial firms and the government both used model tanks to test hull forms, while official facilities also checked the firms' research. Smaller warships absorbed technical risk for the battle fleet while remaining useful vessels in their own right.
