The 1975 reclassification shows how a ship name can become a strategic and political argument. A 1974 comparison counted 19 Soviet missile cruisers, with seven more building, against only six US cruisers while excluding large American frigates built as destroyer leaders. NATO allies also used frigate for smaller escorts, which compounded the mismatch. The change converted those large US frigates into cruisers without altering their combat capability, while the smaller Farragut class became destroyers. Ticonderoga followed a related path when cancellation of the larger strike cruiser left an expected cruiser role without its intended ship.
