Delivering Napoleon's army to England would not automatically have produced victory. A hurried Channel crossing in small craft could have left troops seasick before an opposed landing against organised British defenders. Transports and barges close to shore would have had little freedom to manoeuvre while unloading. Even after defeating or evading one British fleet, the French would have needed time to land men, equipment, and supplies before another Royal Navy squadron appeared. Temporary sea control still had to be converted into a sustainable army ashore.

A French fleet junction would not solve invasion logistics
Even control of the Channel would leave Napoleon's army facing seasickness, opposed landing beaches, vulnerable barges, and renewed British naval intervention.
