Could Germany trade battleships for more battlecruisers?

Cutting battleship orders offers Germany one possible response, though the scenario expects the historical programme to persist.

Notes

Germany could sacrifice battleship construction to build more battlecruisers against the strengthened British force. That would substantially change the comparison at Dogger Bank, but it is judged unlikely. The other alternatives include abandoning the battlecruiser competition and concentrating on battleships or fast battleships. A German withdrawal could even weaken the British case for building Tiger. The expectation remains that Tirpitz and Wilhelm would favour the historical programme, within the spending constraints imposed by the army.
