Could early German retreat prompt carrier raids?

A viewer asks whether a High Seas Fleet driven into port in 1915 would make Britain consider carrier raids earlier.

Question

If the High Seas Fleet hid in port earlier, would Britain think about carrier raids sooner?

Short answer

Probably; an inactive German fleet in harbour through 1915 could push British thinking about carrier operations forward, though it would also make Jutland less likely.

Notes

Earlier British interest in carrier operations becomes plausible if the German fleet remains inert in harbour for an extended period. This is a possible consequence of a much more decisive Dogger Bank rather than a guaranteed policy shift. Moving the main divergence so early could therefore produce a fundamentally different naval war before Jutland.
