Convoys as an instrument of wartime economic control

Learn how convoy priorities can align incoming materials with wartime production, while demanding scarce staff, storage, and organization.

Notes

Because authorities decide sailing priorities and convoy composition, the system gives them leverage over which supplies arrive first. A command economy is inefficient over the long term, but in total war it can anticipate demand and bring in raw materials before planned increases in tank or shell production. The tradeoff is an administrative burden involving convoy commodores, meetings, skilled personnel, money, and storage capacity. Those resources face tight demand because many important programs compete for a limited supply of capable people and infrastructure. The post-pandemic restart of maritime logistics illustrates how thin inventories, slow production recovery, scarcity, and inflation can follow a major interruption.
