Constellation grew from presence frigate to fleet picket

The Constellation case traces growing mission demands through a comparison between Type 31 affordability and Canadian Type 26 capability.

Notes

Constellation is examined as a proposed off-the-shelf successor to the Oliver Hazard Perry class with limited modifications. A comparison with Flower-class affordability and Fletcher-class capability questions whether the initial expectations were compatible. The mission is traced from patrol and presence work to task-group escort and then an anti-submarine picket role. The Type 31 and Canadian Type 26 illustrate how far apart those capability levels can be. The criticism is that expectations moved toward the more demanding ship while retaining the lower price target.
