Concentrating fleets for an invasion of northern France

The campaign shifts fleets toward northern France as an invasion plan absorbs available ships, bases, crews, and older hulls.

Notes

Another naval-invasion order sends forces toward northern France. Ships return from distant stations, repair status and crew availability determine what can move, and usable hulls are concentrated in the required theatre. Some older vessels are scrapped as modern ships enter service, freeing crews for operations. The scenario makes amphibious pressure a problem of location and readiness: total fleet tonnage elsewhere does not help until ships are available in the right area.
