Rather than repeat the 16.5-inch design, four companion battleships are planned around an 18-inch main battery. Their range, armour penetration at short and long distances, accuracy, and slow rate of fire are compared before the design continues. The two related capital-ship types distribute different gunnery advantages across the force. Fleet composition can therefore rely on complementary characteristics instead of forcing one design to do everything.

A second battleship is designed to complement Jupiter with 18-inch guns, trading rate of fire and weight for heavier shells and different penetration performance.
