An international commission in Paris examined responsibility for the attack. It concluded that Admiral Zinovy Rozhestvensky had tried to prevent vessels recognized as trawlers from being fired upon, clearing him personally of the central accusation. Russia nevertheless paid £66,000 in compensation to the fishermen. The memorial names George Henry Smith, skipper of Crane, and William Richard Leggett, its third hand. It also commemorates Walter Whelpton, skipper of Mino, who died in May 1905 from the shock of the attack.
