A small hull does not guarantee a short commissioning period: the roughly 400-ton Greyhound is introduced with a two-year gap between launch and commissioning. Faster testing needs enough trained crew and supporting facilities to complete many tasks quickly. Wartime demand can justify the money and infrastructure needed to push a large flow of ships through that process. Maintaining the same capacity for a small peacetime programme is harder to justify economically.

Small destroyers still need commissioning resources
Commissioning speed depends on testing crews and infrastructure as well as the size of the ship.
