Commissioning crews write the operating manual

The first crew combines contractor documents, trial results, and operating experience into the procedures and working culture that guide the ship's service.

Notes

Contractors and test teams supply technical documents, but the first-in-class crew turns them into an operating manual grounded in experience aboard the real ship. The commissioning captain is often more senior and experienced than later commanding officers because that officer must oversee both the crew and a multi-author body of knowledge. Experienced crew members combine contractor documents, trial results, and their own operating experience into standard procedures. These decisions also help establish the ship's working culture and traditions. HMS Queen Elizabeth's commissioning captain illustrates the judgment expected in this role: the captain must know the crew well enough to assess the information each contributor supplies. The resulting manual guides how the ship will be operated throughout its service.
