Commissars and confessors enforce shipboard loyalty

Political and religious officers police loyalty aboard capital ships and across escort flotillas.

Notes

Fleet commissars monitor whether officers and crew remain loyal to the Emperor. They are concentrated on larger ships, while one or two may circulate through a flotilla to inspect its smaller vessels. Ship's confessors superficially resemble naval chaplains, but their role is far more coercive than providing worship and personal support. They search for religious deviation and seek either conversion or removal, making faith part of the fleet's internal security system.
