NATO maritime command at Northwood is used to illustrate how ocean-wide information is fused and assets are assigned. Yet the critical choice between a biological contact and an enemy submarine may fall to a junior officer aboard an escort. Training leans heavily on the last war because it supplies the richest body of real decisions and consequences available, not simply because armed forces are trapped in the past. Active sonar captures the tradeoff: it reveals the emitting force at long range but can deny a submarine the close approach needed for a torpedo attack.
