How to reassess Coastal Command's interwar record

The opening argument challenges the familiar claim that the Royal Navy simply ignored submarines and maritime aviation between the wars.

Notes

The usual story often turns one admiral's opinion or an outdated secondary source into a verdict on an entire service. That verdict conflicts with the Royal Navy's expanding submarine arm, carrier development, and separate responsibility for the Fleet Air Arm. Coastal Command's weakness came from competing institutional priorities and control of the air budget. A single quotation cannot explain the policy of a large service whose procurement decisions point in several directions.
