Why the Chester class needed a survivability refit

Repeated torpedo hits show that avoidance systems are not enough when campaign-controlled cruisers fail to take effective evasive action.

Notes

Repeated torpedo losses force a reconsideration of the Chester class rather than treating high speed as sufficient protection. The ships already carry systems intended to help them avoid torpedoes, but in the campaign they still get hit because they fail to manoeuvre effectively. The design problem therefore shifts from avoidance alone to surviving the hit and controlling flooding. This operational failure drives the detailed refit later in the episode.
