An aircraft carrier has to combine an air station, anti-aircraft defense, power generation, communications, fuel, firefighting, accommodation, and months of provisions. Admiral Sir Caspar John's description places all of those functions, about 2,000 people, and three months of supplies inside a self-propelled metal box. Aircraft then have to operate from its roof. The analogy shows why carrier design cannot be reduced to the flight deck or aircraft capacity alone.
