New construction ripples into carriers and Soviet battleships

Resumed battleship construction could encourage more carriers, bring Soviet Project 21 forward, and weaken the Deutschland class's advantage in speed.

Notes

Capital-ship building would likely be accompanied by additional carrier orders as navies assemble balanced fast forces. British experience with a flying squadron could also justify more than the historical Ark Royal order and sharpen carrier-number bargaining at the next treaty. Outside the treaty system, Soviet leaders could face pressure to order Project 21 around 1933, potentially putting ships into service by 1939. Meanwhile, a Royal Navy with many 28-knot capital ships can hunt Deutschland-class commerce raiders, weakening the operational premise behind further ships of that type.
